Together we fight the political persecution of Lim Guan Eng.
Not for the first time, Lim Guan Eng has to fight trumped up charges by those in power in the court of law. He is now charged for allegedly ‘asking’ for a 10% profit cut in the undersea tunnel project which was awarded via open tender and evaluated by the most senior Penang and federal government civil servants.
The contractor who suddenly made the allegation is the same one who had previously rigorously defended the state government for its competitive transparency. He proudly declared that he didn’t have to ‘kaw-tim’ anyone in Govt to win the tender.
The prosecution had asked for RM2 million bail deposit and the Court has granted RM1 million. We have paid RM500,000 with funds borrowed from supporters and will have to pay another RM500,000 to the Court on Monday. Lim faces another 2 charges from MACC on Monday and Tuesday next week.
Therefore we are launching a RM10 1-week fund-raising campaign to pay for Lim’s bail and to repay the amounts we borrowed. We believe that Malaysians will stand up for righteousness to ensure that justice will prevail.

8月4日,科学、工艺及革新部长凯里在国会下议院回答我的提问时,揭露莱纳斯“永久废料储存设施”(PDF) 设下的300年制度管制。
这项揭露也证实了莱纳斯公司的水沥滤净化固体(WLP)放射性废物是有毒的,对人类和环境构成危害,同时也证实了人们过去十年的担忧并非毫无根据。
如今事实证明,允许莱纳斯在我国倾倒其大量有毒放射性废料,将给我们后代造成了长期的财政和健康负担。
令人痛心疾首的是,政府领导人不但没有从“红泥山”(Bukit Merah)惨剧中吸取教训,反而继续允许同样的环境破坏在我国重演。
我们在霹雳万里望升旗山背(Bukit Kledang)失去了许多无辜的性命和一平方公里的宝贵土地。现在,我们竟然再次要把我们的主权土地交给外国公司长达300年!
难以置信的是,马来西亚是一个建国60多年,并在在科学、技术、社会和经济方面取得了如此巨大进步的国家,竟然堕落到如此低下的水平!我们怎么能把我们的国家变成一个外国公司的放射性废物倾倒场?
对于那些引进莱纳斯或允许它继续在我国运作的政治领袖们,到底良心何在?自尊何在?爱国之心何在?对后代子孙的责任何在?
首先,政府必须清楚交待,在至少300年的时间里,建设、监管和维持莱纳斯的“永久废料储存设施”(PDF)的成本为何。此外,莱纳斯会为我们宝贵的土地主权,包括1.7公里的缓冲区支付多少钱,而在至少埋藏放射性废料的300年时间里,将对民众造成什么损失?对周边的发展有什么财务影响?我相信,头脑正常的发展商和投资者,都不愿在放射性废料埋藏处的旁边进行投资。
此外,莱纳斯为我们宝贵的主权土地,包括1.7公里的缓冲区,支付了多少钱?为了储存莱纳斯的有毒放射性废物,马来西亚人民将失去这些土地至少300年。这对周边地区的开发有什么财务影响呢?我相信,任何一个正常的开发商或投资者,都不愿意投资在一个放射性废物垃圾场附近。
其次,政府必须立即增加莱纳斯所需支付的保证金。目前,莱纳斯已向原子能执照局(AELB)放置了5000万美元(约2亿1000万令吉),但这并不足以保护国人的利益。
万一莱纳斯突然宣告破产,我国将不得不处理已经堆积在这土地上近100万公吨的放射性废料。再者,这5 000万美元的数额,是根据原来协定把所有废物运回澳洲时订定的。由于莱纳斯被允许不履行这项具有法律约束力的协议,因此政府立即提高莱纳斯的保证金是正确的,这也适当地反映了今后几百年来管理其废物的实际成本。
第三,政府必须解释清楚如何计算出制度管制期300年的期限,因WLP放射性废料中的钍(thorium)元素具有140亿年的半衰期。
第四,由于莱纳斯执行审查委员会成员Maketab Mohamed博士已经明确表示,武吉吉胆(Bukit Ketam) 是整个关丹地区的集水区,因此政府必须直接拒绝让该地作为揭露莱纳斯“永久废料储存设施”的选址。
因此,针对这个地点做可行性研究无疑是浪费时间,它只是一中拖延战术。事实上,无需顶尖科学家,稍有常识的我们都知道在集水区倾倒放射性废物是完全不可接受的愚蠢行为。
我强烈呼吁部长凯里,要有智慧和勇气纠正所有错误,包括行使其部长职责,停止莱纳斯产生新的放射性废物,直到所有相关的突出问题获得解决,直到“永久废料储存设施”建成,并把所有已经产生的废物都被储存起来。

In his reply to my question posed in parliament on August 4, the Minister of Science, Technology and Innovation Khairy Jamaluddin revealed that Lynas’s Permanet Disposal Facility (PDF) will be placed under institutional control for 300 years.
This revelation confirmed that Lynas’s Water Leached Purification (WLP) radioactive wastes is toxic and harmful to the people and environment.
This revelation also confirmed that the people’s concerns over the last decade were not unfounded.
It is now proven that allowing Lynas to dump their massive toxic radioactive wastes in our country has brought long-term financial and health burdens to our children for generations to come.
It is heartbreaking that our leaders still have not learnt from the tragic experience in Bukit Merah and continued to allow the same destruction to repeat in our country.
We have lost many innocent lives and a kilometer square of our precious land In Bukit Kledang. And now, for the second time, we are surrendering another massive chunk of our sovereign land to a foreign corporation for 300 years!
How could we as a nation who has gained independence for more than 60 years and made so much progress in the science, technology, social and economic aspects stoop so low? How could we turn our country into a radioactive wastes dumpsite for a foreign corporation? For what gain?
To those leaders who have brought in Lynas or allowed Lynas to continue to operate in our country, where is your conscience?Where is your self respect? Where is your love for our country? Where is your responsibility towards our future generations? How are you going to explain to your children?
The government has to come clear on what is the cost to build, monitor and maintain Lynas’s PDF for at least 300 years. How much did Lynas pay for our precious sovereign land, including buffer zone areas of 1.7km, which the rakyat will lose for 300 years to store Lynas’s toxic radioactive wastes? What is the financial implications to the development in the surrounding areas, as I believe no developers or investors in their right mind will want to invest next to a radioactive wastes dumpsite.
SecondIy, the government must urgently increase the amount of security deposit required from Lynas. Lynas has currently placed a measly US$50 million with the Atomic Energy Licensing Board (AELB). This amount is clearly a joke and obviously insufficient to protect the interest of our people. If Lynas suddenly goes bankrupt, Malaysians will be left to deal with their almost a million tons of radioactive wastes already piled up on our soil. Furthermore, the amount of US$50 million was set when the original agreement was to remove all wastes back to Australia. Since Lynas has been allowed to get away from fulfilling this legally binding agreement, it is only right for our government to immediately increase Lynas’s security deposit requirement that appropriately reflects the actual future cost of managing their wastes for hundreds of years.
Thirdly, the government must explain how the institutional control period of 300 years is derived, since the Thorium content in Lynas’s WLP radioactive wastes has a half life of 14 billion years.
Fourthly, since Dr. Maketab Mohamed, a member of the executive review committee on Lynas, has made it clear that the entire Bukit Ketam site is a water catchment area for the whole of Kuantan district, the government must reject it outright as the site to build Lynas’s PDF.
Spending time to do feasibility studies on this site is clearly a waste of time. It is merely a manipulative dragging tactic. We don’t need to be rocket scientists to know that dumping radioactive wastes in a water catchment area is totally unacceptable and plain stupidity.
I strongly call upon Minister Khairy Jamaluddin to have the wisdom and courage to right all the wrongs by exercising his ministerial duties to stop the generation of new radioactive wastes by Lynas until all the pertinent issues highlighted are resolved and until the PDF is built and all wastes which have already been generated stored.

Walaupun sidang parlimen masih berjalan, saya memilih untuk meluangkan masa pada sebelah pagi bagi meraikan pekebun buah-buahan di sini bersama-sama ADUN Ketari, YB Rara, sebelum bergegas ke Kuala Lumpur untuk bersidang pada sesi petang.
Melihat kesungguhan warga Mempaga yang begitu cintakan pertanian, saya dapat melunaskan niat saya untuk membelanjakan dua jenis baja organik untuk memastikan hasil tanaman mereka lebih subur dan berharap akan mengeluarkan hasil yang lumayan kelak.
Terima kasih kepada warga Koperasi FELDA Mempaga Satu dan ketua pekebun Gugusan Mempaga, Haji Sulaiman yang sentiasa bekerjasama dengan saya dan YB Rara dalam memastikan ekonomi sektor pertanian terus maju.

Jutaan TERIMA KASIH kepada JC Team, Persatuan Kebajikan De Ai Bentong, pasukan Karak 2020 diketuai Saudara Jega; pasukan Abang Ngah daripada Aki’s Corner; pasukan Amirol, Kak Su dan Aeri; pasukan Juan Danza daripada NGO Generasi Bentong yang menyediakan sos spageti yang sangat sedap; pasukan Pelangai iaitu Nizam dan Wan, pasukan Ketari iaitu Muk Ku, Amal dan Mandy Too; sukarelawan dari Perting serta semua sukarelawan yang berhempas pulas bekerja tanpa henti untuk merealisasikan program ini.

1. The Science, Technology and Innovation Minister Khairy Jamaluddin told the Dewan Rakyat yesterday that Lynas must “start” the process to develop the Permanent Waste Disposal Facility (PDF) for their toxic radioactive wastes (WLP) by March 2021 failing which Lynas’s operating licence will be revoked.
2. “Start” is meaningless. It appears that this sort of lenient, unclear and open-ended condition was set just to accommodate Lynas in order to facilitate their continued operations in our country. It is clearly not meant to protect the interest and safety of the people.
3. What is more important is not when the construction of the PDF “starts” but when the construction of the PDF will be completed and all toxic radioactive wastes can be removed from site and safely disposed off.
4. On August 15, 2019 the Atomic Energy Licensing Board (AELB) said that the “construction of the PDF has to be expedited to minimize the risks posed by the pile of WLP radioactive wastes which has exceeded 580,000 tonnes piled up in the temporary residue storage facility, which is exposed to the threat of naturall disaster like massive floods.”
5. Our law, Regulation 21 of the Atomic Energy Licensing (Radioactive Waste Management) Regulations 2011 says that radioactive wastes must not be stored in areas prone to natural disasters.
6. The minister must exercise his ministerial duties to protect the people by ensuring that this law is enforced without further delay.
7. Until today, the people are still in the dark as to where exactly is the location for the PDF. We do not know whether any studies on the suitability of the location have been done. What happens if the site choosen is not suitable or is unacceptable to the people?
8. As clearly stated by the International Atomic Energy Agency (IAEA) in their 2011 mission report on Lynas, which our government claimed Lynas has complied with, the location for the PDF must be determined in consultation with stakeholders before Lynas can be allowed to start operations.
9. Unless all these issues are clearly ironed out, the government should not allow Lynas to generate more radioactive wastes on our land.
